This is the third time Gillispie has been arrested for DUI. The previous two were in Texas and Oklahoma. The Oklahoma one was reduced to reckless driving and the coach pleaded guilty. In the Texas one, an El Paso prosecutor ultimately decided there wasn't enough evidence to determine Gillispie was drunk.The Texas case drew a lot of attention, however, because Gillispie had been stopped after driving in the wrong direction on a one-way street. Also, he handed police officers a credit card instead of his license when he was first asked for identification.Afterward, Gillispie sent more than 1,000 handwritten letters of apology to UTEP season-ticket holders, according to the El Paso Times.Gillispie left the UK job in March this year, but still is embroiled in a contract dispute with the school.

Driving while text messaging and driving within three feet of cyclists would be banned under a proposal the Austin City Council will consider Thursday, though police say the ideas might be tough to enforce.Council Members Mike Martinez and Chris Riley and Mayor Lee Leffingwell are proposing to prohibit writing, sending and reading text messages, instant messages and e-mails, as well as viewing the Internet on a cell phone or other portable electronic device while driving a vehicle or bicycling.They also want to require a three-foot distance between vehicles and "vulnerable road users," such as cyclists, pedestrians and people in wheelchairs. Either party — the driver or other road user — could be ticketed for failing to keep that distance, Martinez said.The violations would likely be Class C misdemeanors, which carry a fine of up to $500 and can be appealed in Municipal Court.

The changes aim to improve public safety and bring more public awareness to dangerous driving behaviors, Martinez said.We've lost sight of the responsibilities that come with operating on a roadway," he said. After I said I had no idea I had hit anyone until they flagged me down and informed me, Bono told the Washington Post, "I would not believe that."Fortunately, the investigating officer, P. Garcia, was a policeman who listened and apparently believed me. While Bono and other bystanders were taking on aspects of a mob, shouting "hit-and-run," Garcia issued a right-of-way infraction against me, costing me $50, instead of a hit-and-run violation that would have been a felony. Following Garcia's instructions, I promptly paid the $50 fine at Third District Police Headquarters in Northwest Washington, in cash and in person.Garcia's justification in believing me was soon confirmed by the diagnosis of my brain cancer, in which I have lost not only left peripheral vision but nearly all my left vision, probably permanently.

Several people have asked me whether the person I hit was crossing in front of me on my left. I answer, "I never saw him."The person I hit, identified by police as Don, with no fixed address, was taken to George Washington University Hospital, where police said, "There are no visible injuries."On the next day, Thursday, July 24, there were more clues that something was seriously wrong.
